Sure there is, congress cannot amend it or filibuster it. Sweeten it enough for RINO’s (not all that hard) and they will pass it but they will not have the legislative role constitutionally defined for them.

The term “free hand” doesn’t imply absolute freedom. Obviously there is always the other side of the negotiation to deal with.
