Depends on the windshield material. Even as early as the 1980s there was armored car windshields that could survive that.
A block formed into a shaped charge is a different story, however.

My first thought was just to shoot it with a HEAT round. But I hadnt had my coffee yet. Even if it didnt penetrate, a 30 second timer visible from inside the van for effect would have made things livelier. If you had a shape charge you could just slide it underneath. Probly no armor there.
