Returning to "regular order" and ending the pattern/trend of omnibus funding bills is a great idea, and need to happen regardless.

However none of what you propose actually kills, let alone repeals, Obamacare. At best it results in yet another game of chicken with a President who has shown a willingness to kamikaze the country in order to protect his egotistical investment in his Obamacare legacy.

And the game of chicken is just over government FUNDING

What people need to understand is that a lot of Obamacare functions on auto-pilot at this point. Denying HHS funding doesn't shut down the individual and employer mandates. Denying the IRS funding doesn't mean that citizens are relieved of their legal obligation to either buy insurance or pay a fine tax for failing to do so.

Denying government funding also doesn't mean that insurance companies are relieved of their legal obligation to abide by the Obamacare minimum standards, coverage of preexisting conditions, coverage of children in their parents' plan up to age 26, etc, etc, etc. All of which are the driving factors in the exploding premiums.

In fact, I don't think that denying government funding even stops the 85% bailout of insurance companies that Obamacare obligates the government to. Just like how shutting down the government doesn't halt Medicare, Medicaid and Social Security payments from going out.

The only thing that kills Obamacare dead is an outright repeal. Which still requires the institutional controls I listed earlier.
