Whereas Jefferson had noted that the states must first delegate to the feds, expressly via the Constitution, the specific power to regulate, tax and spend for intrastate schooling purposes, something that the states have never done, corrupt Clinton is trying to establish free education outside the framework of the Constitution, imo, in order to win votes from low-information voters, voters who have probably never been taught about the federal government’s constitutionally limited powers.
