The entire concept of quota system and waiting in line has been subverted. Moreover, I feel the distributions of the quota allotments have been abused.
We have a kinship immigration system not a merit based one. There are certain categories of immigration that don’t have quotas, e.g., the spousal visa. The Indians are placing a lot of pressure to admit more of them as permanent immigrants. We need to reduce substantially legal immigration from about 1.1 million to about 300,000. During the period 1925 to 1970 we averaged 195,000 legal, permanent immigrants a year.
