China's forces will no longer be limited to defence of the nation's territory but will project its military power further beyond its borders at sea and more assertively in the air in order to safeguard its maritime possessions, the white paper states.
While the air force will shift focus from "territorial air defence" to both offence and defence, the Chinese army will increase its global mobility and its artillery will improve its "medium and long-range precision strikes", it said

Actually it doesn't matter who the POTUS is - NO ONE is going to pick a fight with the PRC over their South China Sea imperialism, and they know it. And it sure didn't matter who was president when the Tiananmen Square freedom demonstrations were ended in a massacre of 2,000 back in 1989. It was full speed ahead for the opening of China and increasing trade relations with the US.
Rumor was that GHWB had Brent Scrowcroft in Peking within hours after the massacre, assuring the communists that relations with the US would continue apace. And they did.

Where are they going to get the money to pay the employees who work in those plants once the revenues stop coming from us? Where are they going to get the food to feed the employees in those plants as well as the rest of their population and their military once we stop selling it to them?

I agree that the very final thing on their priority list is a war with the U.S. I think what they are looking for is some kind of back room deal, wink and nod agreement. etc., that they will be allowed to deal with the Philippines, Vietnam, etc., as they see fit in the next five years or so. The prospect of U.S. forces intervening is definitely a gigantic monkey wrench in their contingency planning, but if that could be removed then they would be masters of the South China Sea for the next several decades.

Doing business with the Chinese has taught me two things.
One, don’t trust them when they make a promise.
Two, trust them when they make a threat.

It’s a bluff. Too many of our allies around the Pacific Rim are ready to pounce with overwhelming force. China’s military facilities and infrastructure could be gone in a day.
