The restaurant wasn’t hosting the event. The event was to take place in the parking lot. There were too many bikers to fit in that restaurant.

The cop officer wanted the restaurant to put a sign outside saying no bikers colors allowed in the restaurant. That is what the cop meant when he said the restaurant didn’t cooperate. Any cop could have gone in that restaurant at any time - the restaurant was neutral, didn’t tell the cops not to come in.

They had reserved the outdoor patio for the event.

The waitress said the restaurant had been warned that there might be trouble at the event.
