They sound like the same men who wanted to make a nice movie at the Waco Siege/Standoff. There is footage in the second "waco seige" movie (by some of the people that made the Oscar nominated one) of the lawmen kicking the crap out of the news crew that had filmed it (they were invited to be there in the first place). I don't know if the assault was over refusal to surrender the tape or some other compliance.
The news crew that videoed the officers' assault gave clear release to the filmmakers but had forgotten that was among the footage.

Active Shooter doesn't change the "rules of engagement." It changes the tactic. The ROE for law enforcement in this country are the same for use of force. It is based upon a concept that any use of force is the most serious type of 4th amendment seizure possible, seizing your well being and possibly your life. The two main SCOTUS cases are Garner v. Tennessee and Graham v. Connor. There can't be an ROE established that changes those legal standards.
As far as the tactic goes, active shooter implies an urgency to get into the scene and engage a person(s) shooting innocents.

All individuals charged will have an opportunity to challenge any video or other evidence presented.So if the prosecutors choose not to present the video footage, the defendants (or the families of the shot bikers) cannot have access?
The argument to not releasing the video (at this time) is that it would taint the juror pool, not that it would give the defense team(s) unfair advantage.

Right now, we have the police basically saying trust us, but the story coming out is fractured and fragmented - and every drip seems like it is designed to support the police having acted correctly, even heroically.Apparently they don't believe that taints or biases jurors.

The Stonewall riots (a gay drama riot over the closure of a mob run speakeasy) have now been celebrated by the gay president.
This wasn’t even a riot. Were there 150 people piling on one another? Alternatively reports say it began as a scuffle in the parking lot over a space or in the bathroom over some matter. That’s a wide stance. Did the participants in one rumble text to the others to join in the fray?
Some reports say that many bikers sought to get safely out of the area. It sounds like the bystanders and staff were able to take enough time to get to safe refuge in the kitchen and meat freezer.

I am hearing that the rules of engagement were active shooter. Does anyone know what agency is responsible for setting that? Who owns this stinking mess? The guards at Kent State opened fire in response to what they believed (and may have been) enemy fire from the "peace" protesters.

The only thing I have found is the audio of the radio traffic from the PD. They call for backup, tell backup not to go to Twin Peaks because shots are still being fired. They ask for EMS to stage nearby due to gunfire. They discuss a suspect armed with a handgun down, but crawling between vehicles and still shooting. Radio chatter can be an odd thing. The day of the Ft. Hood shooting, I listened in from my office. They were tracking another person they believed to also be involved. Had him trapped, didn't sound like he was giving up, etc.
In Colorado and at other shooting scenes, sometimes they hear their own fire and think the crime is still in progress.
Frankly they may not always know what they are looking at or hearing. They take caution to not wind up in the middle of something still in progress.
