If you're talking a fission-style atomic bomb, remember in 1953 the Operation Upshot-Knothole Grable test, they got a 15 KT uranium-235 "gunbarrel" bomb small enough to be fired from an artillery piece. As such, the North Koreans could equip their ballistic missiles with 15-17 KT yield nuclear warheads fairly soon.
