The Iraqi army was disbanded around 2003. Twelve years later, these guys were only a year or so ago forming ISIS.
The W.P. is trying to rewrite history to fit the story that twerp 19 year old was foisting off on the public.

Where has this woman been the last decade?
This ISIS is, and always has been, the effort to get Iraq back under Sunni control after they were kicked out by the US after Dubya's invasion of Iraq gave control to the Shia and Iran.

Something’s fishy about this whole ISIS thing. How did this JAYVEE squad in Syria appear from nowhere and all the sudden become such a world wide threat. There was already Al-Qaeda and the Taliban. But these maggots are so much more extreme.
