Targeting the agitators for immediate removal is a strategy that seems to be working for Chief Craig in Detroit.

They know who the local agitators are and know who isn’t local and grab them for littering, jaywalking or whatever and hold them for up to 72 hours without charges.

You're right. They can keep the peace, maybe. I agree that's only possible if, as you say, they keep out the external/professional race hustlers. Jessie and Al don't live there, have nothing invested there. In fact, these external entities have something to gain by provoking another city into self-immolation.

Have the Mayor, Governor or whoever is in charge announce that if the thug element resorts to rioting, the National Guard will be called up, issued ball ammunition and given orders to shoot looters on sight.
