Draw out the cooks to these “free speech events”,
and have the snipers in place and ready.
Just pass out “loaner pieces” at the door for all attendees. Nothing fancy, maybe just a semiautomatic 9mm, something easy to handle for the ladies and children. Won’t even need to pay snipers :)

In this case it is far more instructive if mechanics, store clerks, waitresses, architects and just who ever is around pulls out a weapon and shoots them right where they are when they attack.
I don’t want them to fear that there might be some sniper.
I want them to fear every citizen.
