Easy. Muslim funnel for Big Muslim cash to the foundation that can be cleansed before it hits this country. The added benefit is that no one (i.e., Bill, Hill and Chelse) has to have any evidentiary connection. IOW plausible deniability but all the benefits of the payola for play.
I think there are even more moving parts. The billion$ missing from State during the Avaricious One's tenure almost certainly went somewhere overseas with the understanding that it would be laundered back into the Clintons' Grifter Foundation - for a fat cut, of course. A Muslim Brotherhood affiliated intermediary seems most likely.
