... If this is the case ... then the Nuclear talks presently taking place with Iran could actually be nothing more than a negotiation for a properly sequenced and choreographed coming out of the proverbial Nuclear Closet for Iran.
.... It would also explain the lack of concern that Kerry and Obama have for the possibility of Iran developing defensive nuclear ordnance. It also would explain the cockiness of the Iranians .... they definitely seem to be in the drivers seat.
The Russian negotiator did refer to it as a settlement. Not an agreement.
