As much as I hate Hillary, nobody is obligated to leave anything in those tip jars. These people are not servers, and they are paid a full hourly wage, not the wages of tip-based workers.

I tip waiters, fairly generously, unless I’ve received lousy service.

But I’ve never tipped counter staff. Just like I don’t tip the person who takes my money when I eat at a self-serve buffet.

I tip for service. And taking my money and sticking it in the register is not service.

So, as much as I disagree with Hillary Clinton on pretty much everything, I can’t see that accusing her of not stuffing a dollar into the tip jar is much of an attack against her.
