To be fair, asking it to conform to the Federal law is politically-smart. After all, if Bill Clinton signed the exact same measure, then how can you blame the mean old Republicans?

Citing his son as an example of people asking him to veto the bill is an in your face admission of his conflict of interest with regard to this bill.

Whether or not the direct influence of a family member had anything to do with his decision is a moot point now because the gov trotted it out as an excuse to bolster his clout. He has ignored his constituents’ in the interest of political expediency.
