Of course there are restrictions. Otherwise, prisoners in jails could/would open carry, 16 year olds could open carry at school, etc etc

This isn't the wild west....well except for Chicago....

That was happening all the time not so many decades ago, schools had shooting sports and clubs. And it was long after the "wild west" (the wild west was much less violent than today's inner cities)

high school gun clubs used to be very very common, even in NYC where kids would take their guns on subways to school.
