Rick Perry, in safely Republican and "conservative" Texas, happily signed in-state tuition for illegal aliens into law, said those who oppose it "don't have a heart" when he ran for President, and STILL continues to defend it today (even with all the news about illegal alien minors who came here on their OWN so there's no "their parents brought them here through no fault of their own" excuse). His fan club here supported him tooth and nail and argued in-state tuition for illegals is a GOOD thing and a bunch of other states are doin' it too so Perry was wise to go along with it.
Scott Walker, in Democrat entrenched Wisconsin and battling a bunch of liberal legislators, made it a priority to STOP funding in-state tuition for illegal aliens once he took office, and was successful in slashing funding. He has never waived from this issue and has always opposed handouts for illegals. If he had "flip-flopped" from being "pro-illegal", then he would have pulled a Rick Perry and happily supported rewarding illegals when he took office.
The difference is clear as night and day.
