Good problem solving involves identifying the problem. Then determine what is the simplest, most practical, most obvious solution.

The problem is too many people getting food stamps. There's no need for programs or classes or anything.

If the gov tells them to report for work, gives them a time and location, a certain percentage (who are gaming the system) won't. Take those that don't off food stamps. Put those that show up to community clean up work or whatever for free in exchange for their food stamps. Repeat next day. Another percentage won't show up.

Those that keep showing up, have job fairs to get them employed, now that they have a good work record.

Problem solved.
