Each principal officer is authorized a funded cell phone. I was a Blackberry server administrator as well. I never had a Blackberry, but at the discretion of Management at all four my assigned posts, my funded Blackberry was rerouted to a Political or Economic Officer - I was given a standard non-smart phone which Wash DC and my Post could contact me.
There were multiple instances where someone in Washington DC got their cackles up because I was not responding to Emails 24/7. If you have a Blackberry or Smart phone, then you are expected to be "on the clock".

The Clintons' controls its officers. Each Clinton family member can be listed as an officer in some capacity. They then get all sorts of tax-free perks..... flying around in private planes, staying in upscale hotels. Thus a significant portion of their real income is shielded from taxes.
The Clintons work the foundation game like an extortion racket.....strong-arming donors and giving them special standing courtesy of their public offices. For Bill Clinton, pretty much every conversation he has can be chalked up to "foundation business"...and written off as "Charity."
