This is flaw in Limbaugh's argument.
A person who is ineligible to serve cannot run for office. Running is the act, and the other candidates have standing because they are harmed by an ineligible candidate that is running nonetheless.
Then you have the issue of donors giving to an illegal campaign. Can they write off a campaign donation to an illegal campaign? Will the FEC accept filings from an ineligible candidate?
These are all issues that are ripe for the courts during the campaign season. Obama's illegal campaign would be distracted by endless court challenges to the legality of his filings, and donors would be challenged for the legality of their contributions.

Why didn’t any of that happen in 2008 or 2012, and what makes you think that the same people who stood by silently even after it was known that Obama had committed document fraud to hide his ineligibility would suddenly rise up to care about the Constitution?
Why didn’t they issue this challenge in ‘07 and continuing thru ‘12?

Wrong. As long as Nancy Pelosi signs his certificate swearing he is eligible then he can run, just like last time. The Supreme Court said NO ONE has standing to challenge that.
