It's hard to say. You know, there have been conspiracy theories galore about FDR and his knowledge of the impending attack - from "he was unaware" to "he knew" and let it happen - to bring the US into WWII.
It really depends on the type of government - it's leader in particular. Based on what I've seen the last 6 years, I don't think it's out of the realm of possibilities that he would engineer some sort of conflict to declare an emergency and martial law.
