So, if the Campbell's don't pay the $6,000 what happens? Eventually the IRS will collect it, with interest and penalties. How does a low income couple come up with $6,000? What if they lose their jobs again? They are forced by law to "buy" health insurance.

It sounds like the federal government has discovered a way to place people into perpetual serfdom. The founding fathers are spinning.

They aren't low income. High earners with fluctuating income have to pay close attention if they take advanced subsidies. They probably weren't expecting to get back on track so fast, but that is the way it goes. It is hard to feel sorry for the couple. They made a bunch of money in the last 6 months of the year that put them over 400% of the poverty level and have to pay all the subsidies back. That is nice problem to have. They probably don't want to pay the money back because it is likely they have other bills to pay. They have at least gold plated health insurance since the wife works for the local university.
