As promised, President Obama is using executive actions to impose gun control on the nation, targeting the top-selling rifle in the country, the AR-15 style semi-automatic, with a ban on one of the most-used AR bullets by sportsmen and target shooters.
The Bureau of Alcohol, Tobacco, Firearms and Explosives this month revealed that it is proposing to put the ban on 5.56mm ammo on a fast track, immediately driving up the price of the bullets and prompting retailers, including the huge outdoors company Cabelas, to urge sportsmen to urge Congress to stop the president.

They didn’t ban them.
They just made such a stink Winchester pulled the cartridge and then re-introduced it later as the Lawman SXT or something, after they removed the black coating.
You are correct.
M855 varies wildly in weight and penetrator placement.
Cross-sections show significant gaps in the nose, off-center placement, etc.
Personally, a good 55gr round just about does it for sub-300m engagements. Even better is the 52gr tactical loads that use the V-Max varmint bullet.
Which are *way* too expensive to be shot out of a barrel.

I’ve forgotten my board code to post a clean pick but just Google M855 or SS109 an there are a few side-by-side comparisons of cross sections that show the variations.
