Does C have to power to forgive across time, either in the past or future?

Forgiveness is PERSONAL. The rule of law requires respect in order for it to work. It’s in a bad place as it is right now. Trust in government is zero, and we all definitely believe there is two systems of justice - one for the wealthy and one for the rest.
