By what authority does C, as a non-agrieved third party, have the right to grant forgiveness to A?

Does C (same C as above) have authority to grant forgiveness at a distance to an unrepentant party who has not asked to be forgiven?

Does C have to power to forgive across time, either in the past or future?

You assume powers not granted to you, you wish to be merely clothed in piety, to be perceived to be such by others.
