The full Rubio statement was slightly different that what is reported. But, what Levin is pointing out is that DHS will NOT be shutdown and this a democrat smokescreen being promoted by the media.

DHS has 231,000 workers and a little over 200,000 of them are considered essential and will continue working no matter what. When the budget is passed, they will get back pay including OT.

He (Levin) says that is the part Rubio doesn't seem to understand and he is intimidated knowing that Obama will veto anything he doesn't like.
