One set of rules if a liberal gets elected, another set if a conservative gets elected.

Is New York that corrupt? Simple answer is yes, as are all other Dem run governments. You could probably write a huge book with examples of their blatant corruption. Massachusetts changed its law twice in several years to make sure a dem would be put in an open Senate seat.
