In Texas, in 2012, Mitt Romney got 100,000 more votes than Cruz.

Romney also beat Cruz by percentage:

Romney: 57.1%
Cruz: 56.4%

There is an entirely different dynamic when voting in a national or single State/district election (Not to mention name recognition, shift in campaign strategy/tactics etc...). In the recent past, Democrat Senators/Governors in the South have traditionally won races in States where Republican national candidates would crush their Democrat opponent.

Then you have voters who only vote for Presidential Candidates and leave the rest of the ballot blank.
