To: Yardstick
There are a bunch of different translations. I suppose this is one of the problems with the Koran. Muslims twist and bend the translations and meanings for their purposes. I just did another search, here's another translation: 22:19

22:19 These twain (the believers and the disbelievers) are two opponents who contend concerning their Lord. But as for those who disbelieve, garments of fire will be cut out for them; boiling fluid will be poured down on their heads,

22:20 Whereby that which is in their bellies, and their skins too, will be melted;

That version is similar to all the other translations that are out there. They have the torments as something that “will be” rather than as something commanded for Muslims to carry out against infidels. I don’t want to make excuses for these barbarians but evidence points to the version you initially posted being inconsistent with the actual meaning of the verse.
