That version is similar to all the other translations that are out there. They have the torments as something that “will be” rather than as something commanded for Muslims to carry out against infidels. I don’t want to make excuses for these barbarians but evidence points to the version you initially posted being inconsistent with the actual meaning of the verse.
That may be the case. I didn’t check the the source or the context. I have no problem admitting when I am wrong, and it appears in this case I was wrong.
