Iacobucci, Leonard Bosack, Mark Zuckerberg, Steve Jobs, Bill Hewlett & Dave Packard, Jeff Weiner are foreign expats? Oh and I would be happy to provide many more names....

I won’t dispute that foreigners have made contributions, but your post seems to imply that foreigners are totally responsible for our tech industry growth, and you have provided no facts that support your contention.
