It's the ghetto way. When you're gaining strength, you're on a roll. You don't back down or slow down...it's a sign of weakness. You set the rules.

The Republicans are more into feeding the beast with payoffs in exchange for cooperation. Two different worlds.

You're making the assumption that government is honest. It's the Chicago Way.

The small time street gangs in Chicago operate under the protection of the aldermen. The aldermen function with the permission of City Hall. City Hall operates at the direction of a bunch of Old Guys in River Forest.

The Old Guys are somewhat distracted with their ownership of the White House and the DoJ, though. They have to throw the occasional fish to the barking seals, like Silver, in New York. However, they've basically done what they were trying for when they gave the 1960 election to JFK.

They learned, that the ocean can hide big fish, as long as they stay away from the light...
