In the United States, in 2015, there are very few, if any, naked and/or hungry people who don't want to be naked and/or hungry.

Where does he find any verse of scripture calling for government to take care of the poor? This duty is given to each Christian, and if each of us helped those in need that we personally know, poverty would be much less burdensome.
God knows that corrupt governments are the least likely to be able to help those in need. Kasich should know it,too.
