India is short electric power, short gas and oil supply and long in coal. They are not going to stop building and running coal plants. They have a growing population to keep happy and they aren’t buying what Obama is selling.

A Chinese style agreement to do something in maybe a generation would have been meaningless, but it would have provided Obama with a fig leaf he would use to further his agenda with EPA executive orders. “See, China and India, the two most populous countries in the world, are working on climate change. We must do more to lead this charge.”

Obama wanted India to announce it would peak its greenhouse gas emissions by a certain year, mirroring a pledge China made last year to peak its emissions by 2030. But Indias government refused, not wanting to have to make a China-sized promise on climate.Yet another foreign policy triumph for Obama! As far as the "China-sized promise" goes,I thought all the Chinese agreed to do is think it over 15 years from now. Obama couldn't even get India to do that.
