In the past several months, many of the Syrian rebel groups previously favored by the CIA have had their money and supplies cut off or substantially reduced, even as President Obama touted the strategic importance of American support for the rebels in his State of the Union address.
The once-favored fighters are operating under a pall of confusion. In some cases, they were not even informed that money would stop flowing. In others, aid was reduced due to poor battlefield performance, compounding already miserable morale on the ground.

Whatever his reason, it’s not something that will help the USA.
As Casey Stengel once said, "Does anyone here know how to play this game?"
But, but...they’re moderates...they’ve been vetted!
So ISIS doesn’t get paid?
Guess they will just have to fly coach and use Toyotas instead of Mercedes.
Obama needs the cash to pay for his latest vacation ?
This only proves it.
Not funding jihadis sounds good to me.
His bosses aren’t going to like this.

Good for Iran. Besides, we can send it to the palestinians.
From the article:
“A State Department official told The Daily Beast that the CIA has more money now than before and the State Department pie has not shrunk, but confirms there has been some cutting off and cutting down. The official cited the poor performance of rebel brigades in Idlib last October as a primary reason.”
“On the ground, the combatants say they suffer from the Obama administrations inconsistency and argue that all too often they are being left out to dry, like some Syrian version of the Bay of Pigs, but much, much bloodier.”
...as the administration shifts its focus from deposing Assad to countering ISIS (the latest shiny object to seize their attention)...
“U.S. senators emerged grim-faced last week from a classified briefing on the train-and-equip mission, with some of them predicting disaster from a Pentagon program that will train too few fighters and too slowly to make a difference.
At its best, Republican senators argue, its not going to work. At its worst, it will lead to the mass slaughter of the trained rebels.”
So Obama dashes from supporting one group of rogues to another like a bull in the complex web of the Middle Eastern political china shop, leaving group after group to die or join the enemy.
Does he starve some groups because ISIS needs the recruits, to placate the Muslim Brotherhood/Erdogan team, or is he rushing to curry favor with the Iranian Mullahs?
Regardless of what his motivation, he is unlikely to be competent in achieving it.
He has set off the biggest refugee movement since WWII. I am nicknaming the coming Summer in Iraq and Syria as “The Summer of Death”, and recommend investing locally in the funeral shroud and ammunition businesses.
