I'm trying to figure out where this is going. Are they trying to discourage doctors from treating patients who have a poor prognosis? I do not trust that ANYTHING the Obama administration does will be presented with an honest statement of its real objectives.

Here is a problem with obamacare already! HOSPITALS are penalized for readmissions - so are they turning away patients who might need followup hospitalization, after being discharged from the hospital the first time, so their numbers look good to King obama?

It actually isn’t only the elderly. I am hearing about terrible health care in a number of different situations emergency room situations.
