So that brings up the question of if they messed with the balls before the inspection and the refs just missed it, or after the inspection and the league really is dumb for letting team officials handle the balls after inspection.

The answer is that the league is really that dumb. Team officials get the balls 2 hours and 15 minutes before the game.
