Grant was a capable general. His Vicksburg campaign was brilliant and marred only by his indiscriminate shelling of the city’s civilian population (a war crime by modern standards)
The shelling of a military target that happens to have civilians co located is not a war crime. Had Pemberton thrown in the towel earlier, the siege and subsequent shelling would have not been required.
