The latest fad is to write new laws that say “The agency will within 180 days deliver a set of regulations to...”

This way you can pass any crapola you want, and let them ‘regulate’ new laws as they feel like it

Part of the problem is that some of the laws are so poorly written that nobody can make heads or tails of them as they are written.

I'm working with a Federal agency right now that is actually under a mandate to meet a Congressional reporting (not regulating) deadline. As I sat down and went through the Federal legislation in question, the first thought that came to my mind was: "Who the hell wrote this nonsense?"
