As far as coffee or take out, simply have the customer cup their hands and poor it or dump it into them.
Or just ban all take out food.
All food must be consumed at the location selling said food including independent licensed street vendors
All food must be served on environmentally approved plates and utensils with those plates and utensils being cleaned according to strict environmental laws.
No food may leave the premises in any type of container, even that provided by the customer due the unknown environmental impact of the origin and questionable environmentally sound care of said customer’s container.
