From what I've seen on the email, you can't get through that way unless the person is your actual representative. The contact software looks at your zipcode and only lets you send email if you are in the district.
So phone calls maybe the best.
Another thing about US house email is that when you get on a Representative's email list, the address is in the format:
louie.gohmert@mail.house.gov
So I wonder if you can bypass the zipcode check by using the above format for the various representatives.
Just tried it and it didn't work. Got failure delivery. So I guess we can only send most of them email if we are in their district.

Your format does not appear to work for the CalDist 1 Representative Doug LaMalfa. Tried to email him at lamalfa and doug.lamalfa (”at” mail.house.gov) but the server keeps kicking it back as undeliverable. :(
