Establishments can enforce dress codes,i.e., no hats, hoodies, masks or sun glasses. That's sufficient.

It would be like NYC Stop and Frisk. It's unconstitutional and it works.

Yep. Simply expand what already exists -- No shirt, no shoes, no service. Hoodies, masks, or sun glasses, you're tresspassing.
