It’s not that easy. The money is already committed, contracts are signed, workers are hired, etc. To simply say “Stop” in the middle of such a project would mean even more expenses in legal fees and so forth stemming from breaking the contracts. In addition, the ripple effect from suddenly halting a long-term construction project would be huge.

In addition, the ripple effect from suddenly halting a long-term construction project would be huge. I wish it was as easy as you describe. This is a Program of Record and quite simply these are the "Holy Grail" for government workers and contractors. You would have better luck telling the sun not to rise in the east that killing these things.

Happens all the time in government aerospace/aviation projects.
Lots of developmental or proof of concept projects are cancelled after they’ve started.
