Leave the fence, just put a really deep, dry moat on the other side - you get over the fence & are in the moat & can’t get out. No obstruction of the view, no unsightly fence, etc. Even the SS should be able to catch someone trapped in a cement moat. Maybe. This is a half serious solution .... I’m sure there are enough wires/pipes, etc. to preclude excavation.
You can put electric wire underground along the periphery that works like a taser. Someone told me that they had such a setup at XXXXX and they would release rabbits to test it.
