For future reference, the military has a lot of Public Affairs Officers, who usually sit on their hands much of the day, so are more than happy to attend photo shoots. This saves a lot of heartburn, and turns what could be a suspicious event into a cheery one. They also give PAOs lots of handouts and other goodies to offer those they deal with.
She was apparently taking the photographs from a public roadway near the base. The helicopter that she was photographing was “inactive” (meaning it was deocrative) and clearly visible from the public space. Indeed, the local justice court threw out the underlying trespass charge because she wasn’t trespassing when taking the photographs.
