Agreed; there are good honest businessmen in the bad parts of town, in fact I would say that most of the business owners are good people. But there is a difference:

When rioting occurs, the first response is containment; control the area that it is in and shrink the area of riotous activity. The second response is protection of business not (yet?)affected.

If the rioting goes into areas outside of the designated containment zone, then containment has been lost, and priorities are reassessed.
