I blame both. If blacks, as a group, expect to be treated as full-fledged members of society, then they can take responsibility for their own actions. If they can’t take full responsibility, then they’re less than full and equal members of society. They don’t get to have it both ways, at least not with me.

Well, fair enough.
If adherents to the “black culture” are actually told that their failure to prosper is due to their rejection of those values that promote prosperity,

and they still reject them,

then, yes, it’s their fault.
