What they refuse to tell you is that the total atmospheric CO2 level is only 0.04%, and what they further refuse to tell us is how just 0.04% could possibly be causing climate change on a global scale - 0.04% of our atmosphere isn’t large enough to do anything- period

There are enough CO2 molecules in 0.04% to absorb every infrared photon emitted from the earth's surface in the first 10 meters of atmosphere. Those CO2 molecules almost instantaneously transfer that energy to the N2 and O2 molecules making them warmer than they would be otherwise.

--> Every infrared photon with the right wavelength for CO2. That's an important caveat because it means saturation causes logarithmic diminishing warming and it also means water vapor is more important.

Which is why we have thermal imaging satellites picking up IR from the Earth’s surface in space, because CO2 absorbs all IR photons “in the first 10 meters of the Earth’s Surface”?

Where did you read this line of BS?
