I have to admit that my knowledge of riot control techniques is pretty thin - but given the weather, wouldn’t it make sense to have a fire truck near by so they can hose down the protestors?

Re: Hosing down protesters. Yep, but do it with some sort of dye, like they use in money bags in a bank robbery.

That way they can easily round up the hoodlums once the dust settles.
